While unemployment in Chesterfield is similar to the English average, youth unemployment is high. 2.4 Development of arts participation Chesterfield has some areas with high levels of deprivation. In particular, the 5 wards of Rother, Middlecroft and Poolsbrook, Barrow Hill and New Whittington, and Loundsley Green include areas that fall within the top 10% of most deprived areas in England. The successful Tenderer will be required to work with the Arts Officers to seek creative ways of engaging with these communities and community members. 2.5 Background to Chesterfield Festivals The first Chesterfield Market Festival was held in 2004 to celebrate 800 years of the towns market charter. It was subsequently agreed to continue to organise an annual festival on the Thursday, Friday and Saturday of Derbyshire County Councils autumn half term holiday. The 2011 Arts and Market Festival took place in seven key venues the open-air market, Market Hall, the Parish Church (the twisted spire church), Pomegranate Theatre, Winding Wheel, Chesterfields Central Library and Queens Park. For seven years a Garden of Light has been held in Queens Park, with a Lantern Parade, music, fireworks and other entertainments. A strong strand of community and youth engagement has been developed in the Garden of Light. Positive partnerships have been developed with Chesterfield College, the Donut Creative Arts Centre, the Fire Service Youth Engagement Scheme among others. In October 2010 a review of the venues was undertaken. In 2011 the councils 5-year Arts Strategy came to an end. As a result a new integrated structure has been implemented and a new Culture and Arts Strategy is in preparation. A capital investment programme is underway for both venues and some of the work will be carried out in summer 2012. Application is being made to the Arts Council England Capital Grants Scheme . The results will be known late 2012. 2.7 New Chesterfield Festivals Structure A new four-day arts festival based around the early May Bank Holiday is being introduced. The inaugural Community Arts Festival will take place on 3, 4, 5 and 6 May 2013. The new Festival will be innovative, forward looking, inclusive and accessible. The Chesterfield Arts and Market Festival will continue in the autumn half term 2012 and will be themed in accordance with the Chesterfield Venues Programming Policy.
