Quality and Standards All work undertaken by the Contractor must be to appropriate, professional and technical standards. Must comply with the requirements of Health and Safety at Work Act 1974 (UK). Control of Substance Hazardous to Health (COSHH) Regulations 1988, recommendations made by the British Standard of Cleaning Science, and all the Employers council policies and procedures. It is desirable that the Contractor possesses or be working towards ISO or similar QM accreditation and keeps its employees aware of all relevant updates in legislation, regulations and recommendations contained within BS EN standards. Functions On occasions, functions and meetings, etc take place in various locations. The Contractor will be kept regularly informed of the timetable of these functions, so that the cleaning of the rooms involved can be undertaken without causing disruption to the smooth running of the event. Staffing Requirements The Contractor shall employ suitably qualified and trained staff commensurate with the duties of the service, and be responsible for all safety procedures and council policies in respect of the services. The Contractor is wholly responsible for ensuring that all his employees are competent and capable to undertake the services to the various standards (safety, quality, honesty, productivity etc) expected. The Contractors Area Manager will be expected to attend a Monthly meeting with the Employer to review the cleaning contract. Throughout the duration of the contract, the Employer will expect to see demonstrated the Contractors commitment to training its employees in all relevant areas, and that such training is kept up to date and takes into consideration all employees irrespective as to when they join the Contractors organisation. The Contractor will ensure that staffing levels, qualifications and suitability of staff employed in the provision of the service, are at all times commensurate with the standards required. The Contractors on-site employees shall be the first point of contact for the Employers representative within their particular area and be flexible and responsive to requests made. Equally they must highlight problem areas to the Employers representative directly on site or to the Contractors Management Staff. The Employer will actively encourage the introduction of the Contractors employees to the appropriate personnel. All Contractors employees will be required to report in on arrival at the site and out at the end of duty, the times of which will be recorded on a daily basis with summary sheets provided subject to instructions given by the Council. These records will be available to the Employer on request. The Contractor will be responsible for providing the documentation and procedures for this to be achieved. Cleaning Frequencies The Employer expects that the Contractor will keep all areas up to a high standard of cleanliness and that their cleaning procedures reflect trends and work patterns in the different areas ensuring cleaners make best use of the allotted hours. The contractor is required to demonstrate their methodology for carrying out tasks and will be expected to demonstrate the tasks carried out on a periodic basis i.e. tasks greater than weekly. The Contractor should also submit their proposed timings for the programmed cleans with their quotation submission, which must be planned and logged when completed. Wherever and whenever possible all cleaning will be carried out to manufacturers specification. No diversion from these specifications will be permitted without the prior consent of the Employer. It is the responsibility of the Contractor to familiarise itself with any available data sheets and instruct their staff as to the exact requirements of the specifications. Exit Procedure Following completed tasks and before leaving an area the Contractors employees must check that the internal and external areas around the entrances are free from debris. Waste management The Contractor must ensure that all waste generated through the cleaning services and deposited in the Employers bins is collected from all areas across the sites and deposited in the appropriate compounds, areas designated by the Employer in a safe manner. Recyclable material shall be separated out and deposited in within appropriate receptacles in the designated recycling area. Supply of Materials The Contractor shall supply all materials and equipment, except water, necessary to carry out any of the work. The equipment shall be so protected as to prevent its damaging any property of the Employer and shall be subject to a Portable Appliance Test (PAT) at a time interval appropriate for the individual items of plant and in accordance with the recommendations of the HSE. These can be stored within the Cleaners Cupboards, which are situated on each floor level. Provide detailed individual risk assessments, method statements and safe methods of working for the cleaning of all glazed areas. These shall identify all difficult areas and encompass any reasonable requests of the Contract Administrator. Complete the programmed cleaning of all areas within time scale agreed with the Employer. Give a minimum of one weeks warning or reminder to the Employer prior to a programmed clean. Comply with access days/times as specified, which may vary if circumstances dictate otherwise. Ensure ladders, access equipment etc. utilised for any of the works are not left unattended unless they are secured so as to prevent them being used or misused by any unauthorised person. Remove equipment from the Employers premises immediately after the completion of each cycle of programmed work. Carry out the work in a proper and work-like manner to the entire satisfaction of the Employer. The Contractor shall not: Permit his employees or agents to use radiators, furniture or equipment of any sort, other than that made available specifically for the purpose of cleaning the glazing, floors or other areas. The Employer shall: Have to be satisfied the equipment and method employed by the Contractor when cleaning and in particular, exterior glass above first floor height, complies with the The Health and Safety at Work Act and subsequent Regulations such as the Workplace (Health, Safety and Welfare) Regulations 1992, Working at Height Regulations 2004 etc The Contractor shall comply at all times with his obligations under such Regulations both currently in force and any introduced in the future. At their discretion, subject to change, determine and agree the time of cleaning both generally and, in particular, individual buildings, areas, Divisions or rooms. Produce a report after each frequency, highlighting standards, problem incurred (Employer and Contractor) and corrective action taken and required. The Employer shall not: Be responsible or charged for any materials or equipment brought by the Contractor onto the Employers premises in connection with the undertaking of this Contract Payment Procedures The Council will pay the contractor on a monthly basis on receipt of a single valid invoice. 6. Staffing The contractor will be responsible for the employment and payment of all taxes and National Insurance relating to the employment of all staff and must ensure that all employees have the required documentation to carry out paid work in the UK. The contractor will be given access to the Councils premises as is necessary for the delivery of the service subject to prior arrangement as to date and time. All staff employed on this contract must wear company identification at all times whilst on Council premises.
